European Council conclusions (Multiannual Financial Framework)


Heads of state or government reached an agreement on the Multiannual Financial Framework (MFF) for 2014-2020. They agreed to cut the financial resources on which the EU can draw. However, in order to enhance growth and jobs, funds for research, innovation and education have been increased. Leaders also agreed on a new initiative designed to tackle the pressing challenge of youth unemployment.

European Council conclusions


The European Council discussed trade and its potential as an engine for growth and job creation. The EU remains determined to promote free, fair and open trade and to fight protectionism; it also remains committed to a strong rules-based multilateral system. The EU should pursue bilateral trade agreements with key partners such as the USA, Japan and Canada.

EU leaders also discussed external relations. They assessed developments in the Arab world and the southern Mediterranean in the aftermath of the Arab Spring and considered further action to promote democracy, prosperity and stability. They also discussed the situation in Mali.

Remarks by President Herman Van Rompuy following the European Council


At the press conference after the summit, Herman Van Rompuy declared it a success, as the European Council had agreed on the next budget, for 2014-2020. He described the budget as a "balanced and growth-oriented budget for Europe for the rest of the decade." Herman Van Rompuy found that the compromise showed a sense of collective responsibility from Europe’s leaders, although a final agreement had still to be reached with the European Parliament.
