The European Council held a comprehensive discussion on the economic and social situation and set the orientations for the economic policy of the member states and the European Union in 2013. Particular priority must be given to supporting youth employment, completing the Single Market and cutting red tape.

It agreed that over the coming months it would discuss specific themes with a high potential for delivering growth and jobs. It also took stock of ongoing work on deepening the Economic and Monetary Union (EMU) with a view to its meeting in June.

Leaders also adopted the rules of procedure for the euro summits.

Concluding the meeting, the European Council held an exchange of views on the EU's relations with its strategic partners.

 The European Council discussed the implementation of this year's European Semester exercise and provided guidance to the member states for the preparation of their national reform programmes (economic and employment policies) and stability or convergence programmes (fiscal policies) for this year.

Leaders also examined support for youth employment, the completion of the Single Market and the reduction of the administrative burden, as well as efforts to encourage growth and competitiveness. 

  Highlight: Leaders endorse EU's economic priorities for 2013

 The European Council took stock of ongoing work to build a sounder structure for economic and monetary union (EMU). At the moment, developing the banking union is the most pressing priority, while President Van Rompuy will present further measures on the coordination of economic policies in the euro area for consideration by the June European Council.
